Inception Seminar: ASEAN Project on Disaster Risk Reduction by Integrating Climate Change Projection into Flood and Landslide Risk Management
Promote a shift from disaster response towards building disaster resilient community
Background: ASEAN Member States are highly vulnerable to climate change as is evident from the rise in disaster events, the severity and scale of its impact. Immediate action is required to counteract the growing disaster losses. With this direct effect of climate change on disasters, linking disaster risk reduction and climate change adaptation becomes a necessity. Linking integrated hazard and risk assessments with future climate projections can help Disaster risk reduction and other developmental planning domains, give appropriate solutions to address future risks. To forge a more resilient and inclusive future, the Association of South East Asian Nations or ASEAN, through the ASEAN Committee on Disaster Management (ACDM) Working Group of Prevention and Mitigation, with support of the Government of Japan, through the Japan-ASEAN Integration Fund (JAIF) is partnering with the Institute for Global Environmental Strategies, the Asian Disaster Preparedness Center and CTI Engineering to implement the project on disaster risk reduction by integrating climate change projection into risk assessment through pilot project. This is in support of the ASEAN Agreement on Disaster Management and Emergency Response Work Programme 2016-2020.
Summary
Delegates gathered at the inception seminar to discuss ways that climate change projections can be integrated into risk assessments within ASEAN countries. This seminar serves as an enriching forum for experts and participants to exchange needs and expectations as ASEAN moves towards building people's resilience to disasters. It is the first of many exciting milestones for the ASEAN Project on Disaster Risk Reduction by Integrating Climate Change Projections into Flood and Landslide Risk Assessment. The project aims to provide i) hands on experience with data collection, field survey and on-site exposure in selected river basins in Lao PDR and Myanmar, in order to demonstrate the integration of climate projection into flood and landslide risk assessments through pilot projects, ii) amplify good practice models through learning exchange - case visits on risk management and sharing among wider networks to replicate and sustain the good practices, and iii) expand the pool of resilience experts on risk assessment who incorporate climate change projections at multiple levels, with the aim of achieving long-term resilience.
